Organizational Setting and Reporting
The United Nations Office at Nairobi (UNON) is the UN Headquarters in Africa and the representative office of the Secretary-General. We support programme implementation of the UN Environment Programme (UNEP) and the UN Human Settlements Programme (UNHABITAT) globally, as well as other UN offices in Kenya, by providing administrative, conference and information services (www.unon.org). This post is located in the United Nations Office at Nairobi (UNON), Division of Administrative Services (DAS), Budget and Financial Management Service (BFMS), Budget Section

Responsibilities
Under the overall supervision of the Chief, Budget Section and the direct supervision of Deputy Chief, Budget Section, the incumbent is responsible for:

  • The formulation, coordination, review and finalization of cost estimates, budgets and forecasts for UNON; including the regular budget, the extrabudgetary resources and the cost-sharing/charge-back arrangements of the Division of Administrative.
  • Preparation/issuance of allocations, allotments and authorized staffing tables, management of allotments, monitoring and evaluation of expenditures, including review of budgetary commitments, formulation of proposals to reduce organizational costs and implementation of efficiency measures.
  • Preparation of financial/administration papers and reports for submission ACABQ, the Office of Programme, Planning and Budget Division, and UNON management.
  • Preparation of budget performance reports and medium-term plans. Assists the Chief and Deputy Chief of Budget Section on the coordination and implementation of results-based budgeting in respect of programme and activities falling within the responsibility of UNON.
  • Performs other duties as assigned by the Chief, Budget Section

Education
Advanced university degree (Master's degree or equivalent) in business administration, finance, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
At least five years progressive experience in finance, administration, budget, business administration or related area.

Languages
English and French are the two working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required; knowledge of French is an advantage.

Assessment Method
Evaluation of qualified candidates for this position may include a substantive assessment which may be followed by a competency-based interview
