1. Youth Polytechnic Instructors

(100 Posts)

Terms of service: three (3) year contract

Basic salary: 15,000 per month.

Academic: Be holders of four certificate (KCE, KCSE,KCE/EACE division III or KCSE C- and above)

Qualification

Be a Kenyan citizen.

Diploma in any of the following disciplines:

Computer studies/science; Information Communication Technology;
Building and Construction Technology; Refrigeration and Air conditioning;
Electronic Engineering; Electrical Engineering; Mechanical Engineering; Automotive Engineering; Civil Engineering; Agriculture;
Leather Technology/Foot wear; Hair dressing and Beauty Therapy;

Degree in relevant area of specialization will be an added advantage.

Duties of an instructor
  • Preparing schemes of work, course materials, teaching aids, lesson plans and lesson notes, teaching, instructing and demonstrating, conducting practical exercises in specified technical areas.
  • Supervising projects and income generating activities, administering examinations
  • Preparing trainee progress reports, organizing and conducting co-curricular activities
  • Coordinating and supervising trainees on industrial attachment and field work, guiding and counseling trainees
  • Coordinating safe custody of learning tools and equipment in youth polytechnics

2. ECDE Teachers (406 Posts)

Terms of service: five (5) year contract renewable subject to performance.

Requirements:

i) Be a Kenyan Citizen

ii) Be holders of Certificate in ECDE or Diploma in ECDE from a recognized institution.

A degree in ECDE will be an added advantage

Consultancy on Implementation of Citizenship and Immigration Laws

The Kenya Human Rights Commission (KHRC) is a non-governmental organization (NGO) which was founded in 1992 and registered in Kenya in 1994 with a mandate to entrench human rights and democratic values in the society.

The KHRC envisions a human rights state and society and outlines its mission as to foster human rights, democratic values, human dignity and social justice.

This vision and mission are driven by the goal of enhancing human rights centred governance at all levels.

Background

The right to nationality has been recognized and protected under international law and the Constitution of Kenya, 2010.

The right to nationality is important because it defines the manner in which an individual is protected under international and national law.

When a person is identified as a citizen of a particular state, then that state is responsible for protecting and promoting the rights due to that person as a citizen.

Based on its work with communities in Northern Kenya, the KHRC has realized that discrimination with regards to citizenship has undermined national cohesion and development.

Through fact-finding missions and studies on citizenship, the KHRC has consistently voiced these concerns to the government and advocated for the removal of discriminatory vetting practices associated with registration of persons and acquiring identification documents.

Purpose: To generate evidence based and clear recommendations on how legislation and practice regarding citizenship determination, personal registration and the issuance of personal documents can be changed to ensure equality and efficiency.

Task: To support in conducting a field and desk-based research on the content and implementation of citizenship, immigration, national identification and registration laws and practice and any related discrimination in addition to distribution of relevant IEC materials.

Geographical Focus: Isiolo and Wajir counties

Target Groups: Pastoralist (Cushitic) communities in Wajir and Isiolo counties

Length of Consultancy: 14 days

Expected Outcomes

Data gathering and documentation of:
  • Constitutional provisions regarding citizenship, national identification and registration.
  • The gains and gaps in the recently enacted legislation on citizenship, national identification and registration.
  • Citizenship determination, personal registration and the issuance of personal document processes (birth certificate, identification card, and passport and death certificates) as they are currently implemented in Wajir and Isiolo counties.
  • Comparative numbers of persons from target marginalized groups who have attained various documents pertaining to citizenship vis a vis those who have been denied.
  • the gender and ethnic composition of vetting committees and the National Registration Bureau and Civil Registration departments
  • The planned or actual process of decentralisation of services relating to citizenship determination, personal registration and the issuance of personal documents.
  • Any improvements in the above processes and the causes of these positive changes in practice i.e. specific advocacy initiatives or implementation of certain provisions in new legislation etc.
  • Evidence of any aspects of the legislation which are not being implemented and why.
  • Hard evidence of any discriminatory processes in citizenship determination, personal registration and the issuance of personal documents, who perpetrates the discrimination and how.
  • The impact of discriminatory practices on research respondents.
  • Recommendations on how to strengthen legislation and real processes to ensure fair determination of citizenship and access to personal documents for all Kenyans.

Qualifications:
  • A relevant degree in social science discipline
  • Previous experience conducting field based research
  • Demonstrable experience in assignments of similar nature, including understanding of northern Kenya
  • Professional experience in conducting research (data collection & analysis) and reporting – both qualitative and quantitative
  • Excellent documentation and writing skills, attested by past works
  • Good analytical skills
  • Good interpersonal skills with the ability to interact effectively with local communities and as part of a technical team.
  • Availability to meet project deadlines

Key Responsibilities
  • Collect, edit and process research data as per the Agreed specifications
  • Attend a two-day training with the KHRC on access to personal documents and citizenship in Kenya
  • Arrange and conduct field interviews as per the agreed methodology
  • Record research data in accordance with specified protocol and procedures
  • Act as paralegals in the research areas and follow up with legal advice
  • Distribution of IEC materials on citizenship
  • Any other duties that may be assigned by KHRC or the research officer

Consumer Education Officer

Job Purpose

Reporting to the Senior Consumer Education Officer, the officer will be responsible for planning and implementing Consumer Education activities and programmes in line with the Authority’s strategic objective of developing the Insurance Industry.

Key Duties and Responsibilities
  • Develop and implement strategies aimed at improving consumer awareness and basic knowledge to consumers on insurance matters.
  • In line with consumer education strategy, facilitate the development of suitable consumer education framework for the Authority.
  • Assist in carrying out needs assessment and to determine the information needs of specific groups of consumers of insurance services and products.
  • Design and develop Information, Education & Communication (IEC) materials for enhancing consumer education strategy.
  • Organize and conduct public education and outreach events in the Counties

  • Develop infomercials in liaison with various stakeholders for both print and electronic media.
  • Monitor and evaluate implementation of public education programs.
  • Keep abreast with any new developments in the insurance industry that may affect the policyholders and insurance policies beneficiaries.
  • Develop periodic monthly, quarterly and annual reports detailing consumer education programs and activities.

Minimum Qualifications & Experience for the job
  • Bachelor’s degree in Business or related fields.
  • A Bachelors degree or postgraduate training in education would be an added advantage.
  • At least five (5) years relevant experience in assessing training needs and implementation of such training to adult learners or curriculum development.
  • Experience in the development and implementation of consumer education programmes and creation of public awareness on matters of public interest.
  • Ability to develop informative and Information Education Communication (IEC) materials.
  • Good interpersonal and public relations skills
  • Proficiency in MS office suite


Human Capital Development Assistant

Human Capital Development Officer

Reporting to the Human Capital Development & Administration Manager the officer will be responsible for supporting the provision of Human Resource services in the Authority.

Core Duties and Responsibilities
  • Co-ordinate the staff recruitment process
  • Processing of new employments, update and maintain staff personal records
  • Undertake staff induction and orientation aimed at providing newly employed staff with relevant information about the technical and social aspects of their work.

Procurement Officer

Overall Purpose

Responsible to the Head of Procurement for providing assistance in the procurement of goods, works and services for the Authority and ensuring that procurement and supplies processes are carried out efficiently and effectively to achieve the Authority’s objectives.

Core Duties and Responsibilities
  • Implementation and monitoring of the procurement of goods, works and services and ensure that they are in conformance with the Public Procurement & Disposal Act and Regulations.
  • Prepare periodic reports for submission to the PPOA.
  • Prepare asset disposal plans and coordinate for disposal of unserviceable, obsolete and surplus assets.
  • Designing and implementing an effective procurement records management, retention and disposal program
  • Create and maintain material codes for stock and non-stock items maintain proper inventory records to ensure adequate audit trail.
  • In charge of implementing and enforcement of stores regulations and procedures
  • Conduct periodic and annual stock taking and investigate discrepancies between inventory records and physical inventory holdings for reconciliation.
  • Timely preparation of suppliers invoices creating a linkage between procurement and payment files in accordance with section 45 (6) of the Public Procurement & Disposal Act, 2005.

Minimum Qualifications & Experience for the job
  • Bachelor’s degree in Procurement, Business, Social Sciences or equivalent.
  • Graduate diploma from the Chartered Institute of Purchasing and Supply.
  • Must be a registered member of KISM or CIPS or any other professional body.
  • At least five (5) years relevant experience
  • Knowledge of the Public Procurement & Disposal Act, 2005 and the Regulation, 2006
  • Planning and organizing skills
  • Effective communication and interpersonal skills.

Knowledge Management Officer

  • Membership to a relevant professional body.
  • Minimum five (5) years’ experience in developing and implementing knowledge management programmes that contribute to strategic objectives in a reputable institution/library.
  • Working knowledge of educational media and technology including the internet and its utilization for electronic learning.
  • Proficiency in MS office suite.
