Lead Consultant and Gender Consultant - Analytical Study of Green Growth Sector and its Potential for Women Entrepreneurs in Kenya

Background

The green economy in Kenya is seen as having great potential in ensuring economic growth in the long run and as stated in a scoping study carried out by the Kenya Institute for Public Research and Analysis (KIPRA 2012) Kenya should take advantage of the opportunities that arise from green growth and effectively address challenges and barriers.

A green economy approach would allow for ensuring the sustainable consumption of natural resources, energy efficiency, whilst sustaining economic growth and development.

The key sectors of the green economy in which Kenya has begun and continues its efforts are renewable energy; promotion of sustainable production and consumption; pollution control and waste management; sustainable production and consumption; environmental planning and governance; and the restoration of forest ecosystems.

In the Kenyan context green economy should be understood as economic activities and processes that are equitable and inclusive, but do not compromise environmental sustainability.

It is important to note that the draft MTP II of the Government of Kenya brings forth that the growth strategy of the country embraces measures to ensure a greener economy and that the economy is put on a low carbon trajectory.

Furthermore, the African Development Bank (AfDB) in cooperation with UNEP, UNDP, WWF and ILO are supporting the Government in preparing a Green Economy Strategy and Implementation Plan that should be completed by the end of 2013.

Given the potential for the green economy to boost economic growth and create employment and sustainable livelihoods in Kenya, it is essential that all relevant stakeholders understand the policy and legal environment and whether it takes into account the challenges and special considerations needed to ensure that both potential and current women entrepreneurs are fully participating within the green economy.

Additionally, it is important to understand the current businesses that women are operating in within the green economy and whether these activities have potential for scaling up and what particular challenges they face.

Objective

The main objective of this analytical study is to assess the potential for women entrepreneurs in the green growth sector in Kenya to inform the development of appropriate programs and strategies supporting and fostering women entrepreneurs in the sector.

Major Responsibilities:
  • Review financial information submitted from field offices in the East Africa region checking for completeness, accuracy, and the sufficiency of supporting documentation.

Major Responsibilities:

Position Title: Deputy Project Director / Investments Manager

Location: Kakamega, Kenya

Reports To: Project Director

Position Summary:

The Deputy Project Director will act as the Project Director (PD) and serves as the principal point of contact in Kenya for the project procedural and substantive matters in the absence of the PD.

S/he provides oversight of program planning, monitoring and evaluation, and quality; program staff recruitment, deployment and development; and of the building and maintenance of relations with government officials, USAID personnel, and civil society leaders to ensure YYC-W program goals are met.

Essential Responsibilities:

  • Assumes responsibility for representing the program to the donor, all partners and all other actors in the absence of the PD
  • Mentors staff and finds ways to enhance staff development
  • Maintains close and regular contact with senior program staff and partner organizations to ensure program activities are being implemented effectively and efficiently
  • Successfully manages the project's relationship with local governments/ministries and other stakeholders
  • Ensures that technical, programmatic and administrative activities are carried out according to USAID and Winrock's policies and procedures
  • Oversees creation and implementation of project monitoring and evaluation activities
  • Engages in frequent communication with Project Director, through regular updates of progress and potential issues. Solicits assistance and input as needed to ensure that the project's performance meets or exceeds technical and financial contractual requirements
  • Oversee day-to-day management of the project in conjunction with the PD, including technical components in coordination with the COP/PD, financial management, human resources and project implementation. Specifically, provide oversight and guidance for SACCO Capitalization and grants that distributed to local organizations;
  • Insure program staff is on track with tasks both  technical and administrative , including on time  implementation of work plans, and budgets;
  • Responsible for  oversight and due diligence of  SACCO performance  prior to selection of potential sub-grantees through pre-award surveys and risk assessments, financial reviews, audits, and/or other forms of accountability assessments;
  • Ensure appropriate implementation of program strategy and strict adherence to USAID rules and regulations;
  • Ensure financial management compliance among grantees and the management and capacity-building elements of grants/grantees
  • Ensure financial management compliance among SACCOs and the management and capacity-building elements of SACCO leaders;
  • Oversee grants for selected youth-led activities, including awards, implementation, grant monitoring and evaluation, and grant close-outs;
  • Oversee SACCO activities, including capitalization, SACCO operations,  documentation practices and reporting;
  • Contribute to technical direction and activity implementation in areas agreed upon with the COP/PD;
  • Work with the COP/PD and other team members to link investments in SACCOs and grant disbursement and other project components to the overall objectives;
  • Facilitate grant management by proposing and implementing financial and administrative control systems and tools;
  • Monitor and supervise management of SACCOs, grant funds and provide feedback to USAID on financial procedures and management;
  • Ensure that procedures are developed and all grant activities are in compliance with WI standards and USAID regulations related to contracting, procurement, travel, etc.; 
  • Ensure adherence to SACCO policies, laws and international standards and procedures;
  • Monitor, track and report related SACCO and grants fund management and audit recommendations;
  • Serve as acting PD when the PD is away from post;
  • Travel as needed to represent the project and to provide management and technical oversight;
  • Other duties as assigned by Winrock.

Qualifications and Requirements:

Education:

Degree in economics, accounting, business administration, public administration, or a related field.

Experience:    

The ideal candidate will have the following experience:
  • At least seven years of experience working on donor-funded projects in a related role with proven supervisory and management experience;
  • At least three years of experience in business development,   managing and mentoring business/grantees for results;
  • International experience in developing countries, preferably in Kenya
  • Well-versed in United States Government regulations and procedures;

Skills:
  • Basic computer skills (word-processing, spreadsheets, and databases) are required;
  • Excellent interpersonal skills;
  • Strong analytical and report writing skills;
  • Excellent oral and written communication skills in English is required;
  • Willingness to travel;
  • Strong managerial skills, including well developed skills in managing complex institutional relations and interactions among a variety of entities.

Consultancy on Implementation of Citizenship and Immigration Laws

The Kenya Human Rights Commission (KHRC) is a non-governmental organization (NGO) which was founded in 1992 and registered in Kenya in 1994 with a mandate to entrench human rights and democratic values in the society.

The KHRC envisions a human rights state and society and outlines its mission as to foster human rights, democratic values, human dignity and social justice.

This vision and mission are driven by the goal of enhancing human rights centred governance at all levels.

Background

The right to nationality has been recognized and protected under international law and the Constitution of Kenya, 2010.

The right to nationality is important because it defines the manner in which an individual is protected under international and national law.

When a person is identified as a citizen of a particular state, then that state is responsible for protecting and promoting the rights due to that person as a citizen.

Based on its work with communities in Northern Kenya, the KHRC has realized that discrimination with regards to citizenship has undermined national cohesion and development.

Through fact-finding missions and studies on citizenship, the KHRC has consistently voiced these concerns to the government and advocated for the removal of discriminatory vetting practices associated with registration of persons and acquiring identification documents.

Purpose: To generate evidence based and clear recommendations on how legislation and practice regarding citizenship determination, personal registration and the issuance of personal documents can be changed to ensure equality and efficiency.

Task: To support in conducting a field and desk-based research on the content and implementation of citizenship, immigration, national identification and registration laws and practice and any related discrimination in addition to distribution of relevant IEC materials.

Geographical Focus: Isiolo and Wajir counties

Target Groups: Pastoralist (Cushitic) communities in Wajir and Isiolo counties

Length of Consultancy: 14 days

Expected Outcomes

Data gathering and documentation of:
  • Constitutional provisions regarding citizenship, national identification and registration.
  • The gains and gaps in the recently enacted legislation on citizenship, national identification and registration.
  • Citizenship determination, personal registration and the issuance of personal document processes (birth certificate, identification card, and passport and death certificates) as they are currently implemented in Wajir and Isiolo counties.
  • Comparative numbers of persons from target marginalized groups who have attained various documents pertaining to citizenship vis a vis those who have been denied.
  • the gender and ethnic composition of vetting committees and the National Registration Bureau and Civil Registration departments
  • The planned or actual process of decentralisation of services relating to citizenship determination, personal registration and the issuance of personal documents.
  • Any improvements in the above processes and the causes of these positive changes in practice i.e. specific advocacy initiatives or implementation of certain provisions in new legislation etc.
  • Evidence of any aspects of the legislation which are not being implemented and why.
  • Hard evidence of any discriminatory processes in citizenship determination, personal registration and the issuance of personal documents, who perpetrates the discrimination and how.
  • The impact of discriminatory practices on research respondents.
  • Recommendations on how to strengthen legislation and real processes to ensure fair determination of citizenship and access to personal documents for all Kenyans.

Qualifications:
  • A relevant degree in social science discipline
  • Previous experience conducting field based research
  • Demonstrable experience in assignments of similar nature, including understanding of northern Kenya
  • Professional experience in conducting research (data collection & analysis) and reporting – both qualitative and quantitative
  • Excellent documentation and writing skills, attested by past works
  • Good analytical skills
  • Good interpersonal skills with the ability to interact effectively with local communities and as part of a technical team.
  • Availability to meet project deadlines

Key Responsibilities
  • Collect, edit and process research data as per the Agreed specifications
  • Attend a two-day training with the KHRC on access to personal documents and citizenship in Kenya
  • Arrange and conduct field interviews as per the agreed methodology
  • Record research data in accordance with specified protocol and procedures
  • Act as paralegals in the research areas and follow up with legal advice
  • Distribution of IEC materials on citizenship
  • Any other duties that may be assigned by KHRC or the research officer
